Both types of games have skill elements, but they are very different.
In UT/Q3 type games, killing 1 person/death will will push you up the ladder pretty quickly as you'll just respawn and do it again. Certain moves like wall dodging will give you an edge over your opponents. Certain weapon useage like ASMD combos(rather difficult for noobs) require skill. Knowledge of the map and commonly traveled areas. All these are typical FPS skills. Low health, grab a health pack.
In CS a lot of the skills required for UT/Q3 are useless. You can't respawn, so if you want to climb the ladder you need to kill >1:1. You need to be mindful of your own Life and are forced to balance Offense/Defense. You can't just enter a hall and kill everyone in it(on rare occassions you might succeed), chances are you'll end up dead before you can even get your sight on the enemy. Strategies like using Flashbangs, Smoke, and Cover Fire greatly increases your chance of success. At the same time the enemy might use Flashbangs, Smoke, and Cover Fire against you forcing you to go defensive. Bullet trajectories are more realistic, so your crosshair is only a general indication of where your bullets are going, not actually where they will go. No, CS is not a Noob shooter, that's not to say a lot of Noobs don't play it though, but that's a good thing as without Noobs games die out.
