Couldn't find file, contact admin for more information

I have a slight problem. I turned it on and my pc went stright to the selection screen asking if I want to go to safe mode, normal etc. If I choose any of them a blue screen comes up saying "Couldn't find file, contact admin for more information"

Now is there anyway to solve this without reinstalling Windows?
