well call it the al-qaida start-up strategy, but basically couldnt you do this:

buy some propellant cores for amateur rockets and line them up in a tube, so they burn one after the other.

put the centre of drag behind the centre of mass so it flies straight.

get the fins off a radio controlled air plane, and either direct the trust or the rear fins for steering.

Put a RISK, or simple MCU in and complie a code.

Use a high definition infrared sensor, rastorise the screen, and pre compute heat signature values for flares, and the sun, plus the engines and the diffused jet wash.

Programme a fuse, and an auto lock on, directioning, steering, bootup switch.

Put a can with a pound or so of Astrolite 15/ C4, or a fertilizer like ammonium nitrate, some TNT, and a low order explosive like Gunpower, and a cap, or a shock triggered explosive like, lead *****.

then either fire it at a chopper or a plane. You could mass produce those things with a small circuit board factory, and some basic chips, the high definition rastorising IR-sensor would be hardest to get, the rest is easy or switchable, you could fire ten at once easily in a volley.

At school at age 15 I once programmed a BBC acorn with a logic programmed buggy to either search for the brightest area of a room or the darkest, this is just an extension of that.

Frankly I dont think alqaida have been hot on recruiting aerospace engineers or EE's, so we are safe for now.

 
or you could just buy them on the black market for cheap...

oh, and you need the drag behind the cg, not the cp.
 
It would be easier to spend about $1k and buy and old SA-7. I also thing your model rocket engine idea wouldn't be the most practical and the explosive payload you describe isn't very substantial not to mention the fact that the jury rigged search system wouldn't be that accurate. You may come up with something equivalent to an early 60's prototype SA-7.
 
eh, wouldn't a high calibur rifle be better? the ones that can take out engine blocks would probably take out an air plane engine easily..

well you could add more explosives with a larger propulsion system, there is a guy in the uk building a amateur rocket based on sugar fuel, to send a man into space, and anyway if you use WiFI and some kind of cam, perhaps you could part steer it, especially if you replaced the rocket aspeact with fins like in a jet to stabilise flight.

you could dangle it from a helium balloon, let the wind blow it from your valley to the american base, release it, and crash it into the CO's tent.
