We've got a rotten system, right now fairly rotten to the very core. A main focus of the next Democratic administration should be to limit the powers of the presidency, as illogical as that may seem for a party that has just regained power. The unbridled corruption, the incredible abuses of power have to be addressed ASAP or we're toast. Michelle Obama was right. Stop this now or we're done.
You're absolutely correct. The House and Senate have been handing off their powers for decades now, because they want to win re-election and don't want to shoulder the blame for unpopular legislation.
Allowing a unitary executive the power to effectively legislate through fiat orders and regulatory agencies they control, isn't a good thing.
The problem is, very few executives are going to want to limit their own power, and even if they did, the legislature would probably balk on taking back their Constitutional Duties and Responsibilities if it means they might get held accountable and lose re-election.
