Could my video card be going bad...!

Hey ive gotten lines or something on my screen (look at thei picture) and am wondering if this is a hardware problem. I updated hard drives could this cause the drivers not to load properly? Thanks. and if it is going bad how long does it take ATI's warranty people to come through? Thanks, lets hope its not going bad though.

O yeah when i restart the problem is gone for a long while, then shows up later on a cold boot.

your link didnt work for me, but I would think its a hardware problem. Try running your videocard at stock speeds and see if that fixes it.
Oh, and BTW, your PSU dosnt look so great either. TopPower? sounds kinda flakey to me...I would look into investing in a new psu from Antec, Enermax, or OCZ. 400w should be great for your needs.
