suppose if the drugs were taxed at a hefty fee, so that only the rich can afford them. the rich become addicts while the poor cannot afford it. so then the poor continue to work and the rich descend into a life of addiction and losing their money and eventually become broke. it seems this could even out the system.

nope, not saying that at all. i am wondering that the people who seek to legalize drugs and have done so in 2 states are doing it for this very reason. just trying to recognize the man behind the curtain if you will.

I do not believe this would make a believable plot for even a bad science fiction TV series.

Current drug laws already serve as such a tax, it's just that the Cartels collect the money instead of the govt. If the legal price is raised above the illegal price, then the illegal market will continue to exist.

A look at the cigarette market indicates that not only is your hypothesis false, but that the opposite is true. Tobacco taxes are quite high yet it seems that poor people are more likely to smoke.

this. what makes the OP think poor people won't buy drugs also? that they won't ignore rent, lights, food for the drugs?

dopers rich or poor will continue to be dopers legal or otherwise. They can't help them selves. Think of it as a personality test and psychological shake down rather then recreational. Legalized dope will not circumvent zero tolerance drug / alcohol testing.
