Could I see which devices are which from the IP address showed?

I create a free wireless network with my wifi router app. It works well and you can see the IP address of connected device directly. But sometimes the addresses are changed. Is there any way to see which is which even they change the device's IP address?

well the routers dhcp server assigns ip addresses for each client usually on a timed lease.

when they leave and the lease expires they can be given a new ip address.

you could technically have the lease set not to expire although that's pointless or you can check their mac addresses.

what is the point of this?

They change because you have DHCP on. You would have to manually assign an IP to each device and sometimes that's impossible. Such would be the case for my SiriusXM Stiletto 2 portable music player. I don't recall a manual IP address field in the player's settings. It works from DHCP. WIFI printers may work the same, not sure I don't use wireless printing because NetBIOS is a security risk.
