The eagles didn't want anything to do with the war in the first place. They are a sentient species, not merely animals to be controlled.

The only reason the Army of the Dead didn't kill Aragorn in the first place was because he could release him from the curse. If he had broken his word and tried to get them to fight further they would've turned on him.

Plus, if they even agreed to take Frodo to Mt. Doom, Sauron would spot them from a mile away and sent the Nazgul after them. It'll be hard for the eagle to fight carrying Frodo.

Honestly the army of the dead was soooo stupid... and why didn't Aragon send the army to mordor instead of having that weak AZZ army at the gates? Seriously... what do the ghosts have to worry about, they can't die...
