Open the DXDiag app and set the forced refresh? This will only work on DX based games though...

Run --> "dxdiag" -->More Help tab --> Override

:)

Also, open DXDiag and move the slider down one notch in audio.

Why?

I dunno. I had some visual anomalies when playing the game. I called their tech support line and asked. They told me to move the slider down one notch. I did and the game ran perfectly.

If GTA is a DX based game, that override will work. If you recently upgraded your drivers, you might need to set it back to defulat, then set your refresh again for it to work. Also, try other refresh rates..sometimes, if the DX app doesn't see the refresh rate you set as a valid one for the resolution your are using, it will leave it at default. Sometimes new drivers will drop some refresh/res combinations that were there before...
