I agree, they're overall not good units. There are some that get decent reviews though.
I don't think there's anything wrong with their +12V ratings per se. It's to be expected that the +12V output is rated for a bit less than label wattage because not all power is +12V, there's also +5V, +3.3V, +5VSB, -12V. And +12V rating doesn't make or break a PSU. For instance, the Corsair CX series which are generally agreed to be decent quality budget units actually have pretty low ratings on the +12V.
More important is whether the PSU, when operating at loads it's designed for, can regulate voltages and other power characteristics within safe limits. Many of the Cougars seem to fall short in this respect, exceeding safe limits well before reaching full rated wattage - e.g. this 560W Cougar should be labelled 400W in terms of clean power output.
yea Im just gonna stay away from the cougar....the only real reason I was looking at it is because of the MB Im using. Im using a biostar tz77xe4 and g skill ares ram which are both orange. The Cougars color scheme would of work great with them both.
I was thinking about just getting an all black and painting it orange(take it apart first). I like the look of the XFX core edition pro's. Ncix have one for $69.99 and $59.99 after rebate....its a 650w. I know you said 550w would be good enough for my build but with a price like that how can you not get it lol
