Core2 e2160 Overclocking Help

I have a Core2 e2160 currently clocked at 3.06GHZ however it will post as high as 3.6GHZ but it is not stable. I am currently working with a cheap A-Power power supply with one 12v rail with only 17AMPs on it. I have an Antec earthwatts 430 coming on wednesday with two 17v rails.

Will this new PSU make a huge difference in overclocking my chip and getting it stable to 3.4-3.6 clock speeds.

And it read somewhere that one 17v rail is used for the processor and one for the rest of the system is this correct? And will this Antec run my new video card ATI 3870 when I get it with the 6pin PCI-E connector it needs along with the rest of the system.
