If you have speedstep enabled then it'll show lower clockspeeds if you're not using 100% CPU. Nothing to worry about. Download Prime95 (http://mersenne.org/gimps/p95v2414.exe) and run it, that'll fill up your CPUI usage and it should show as normal in CPU-Z. Also Prime95 is good for stability testing (don't hurt me orthos fans, just making a small suggestion!).

So my CPU will perform at full clock when running games or what ever? This is not a defect or wrong settings, right?

perfectly normal assuming you have speedstep enabled...

try running a program that'll put a load on your cpu like... superpi and you'll see your processor speed go up to 9 x 266.

7*266 isn't normal though, SpeedStep should change it to 6x266. Check your bios to see if the MB is setting the ratio to 7X instead of 9X (or auto).
