I've seen it before too as I've hit a few deer here. 🙁
And yes, it sounds like that sometimes when you are going about your business at 60-65mph and a deer pops in front of you out of no where.
But... the doo-doo I've had explode onto my vehicle resembled mud (but it wasn't) rather than "clumps of wet, undigested grass".

I almost hit a squirrel the other day. Damn thing just jumped right in front of the car. Managed to slow down enough to let it go by.
 
Hmmmm....Nothing like when I nailed a good sized doe years ago in a s-10 pickup,I was doing 55+ on a rural highway.

No splatter at all,just a thud and that was about it,now the cop may have been going faster and a the deer looked smaller than the one I hit.

I am going to say real video but faked the splatter.
 
If the police car has a brush guard on the front, splatter like that is very possible since there is no give. When a deer hits a regular car, most of the pressure is absorbed by the bumper and likely your radiator. With the brush gaurd, the pressure is all on the deer.

I was talking about not being obvious to amdhunter, who asked about the lights.

Note that even amdhunter may have asked just to know, and not because he couldn't see the lights.
