Cooling woes

Help please,

I just got a PAL 6035 with the YS-TECH fan last night. I applied a thin layer of artic silver compoud only to find that there is no CPU temp difference from the stock HS and fan, in fact the temp is now a little higher. I have tried turning the fan in and out but don't know what else to try. I also do think that the HS is flush with the chip but I am not absolutely certain, I hae messed with it to try and make sure. Any suggestions?

Problem fixed, it seems the clip for the heatsink was sensitive. I just put it on the other side of the CPU and the heatsink is now flush.
