Cooling P4

If I'm going to be OC'ing a P4, is it necessary, or recommended to buy custom cooling. I was considering the SLK 800(U). However, I have heard that the P4's run incredibly well just on stock air cooling, and was wondering if it's even worth the $35 to get that heatsink, and like $10 or so for a fan? If it only helps a little I want it, but if I won't notice, I'm obviously not going to bother.

Sorry if this has been asked, but haven't found anything quite covering this topic.

get a good Heatsink and fan if you overclock. You can probably squeeze more speed out

What is an acceptable temperature range for a P4 2.8c, mine currently idles at around 37c and maxes out at 61c when running Super PI.
