Coolermaster Hyper 212+ not performing

It's not. You aren't getting 29C on a PII running Prime at 1.4V with a 212+. IMO & experience with a similar config hitting low 50's isn't abnormal. If you want lower temps lower your core voltage, it's probably at least .1V higher than you need at that clockspeed.
