Cool, quiet (passively cooled?) new generation video card

I am not a gamer, however I do record and edit video, and plan my next display setup to have three monitors - one 30" 2560x1600 in the middle, with two 20" 1600x900s in portrait mode - one on either side.

My requirements are to have quiet and cool - passively cooled or fanless is best. So, while I would like a new generation of GPU, I don't need crazy speeds, etc. Is there a card out there for me?

The only recent passively cooled card I can think of is the GTX 750 Ti. It uses the first generation Maxwell core, so it's a fairly new GPU.

750 or 750 Ti. Most efficient GPU's on the market.

Even the cards with fans are near silent. I can't hear mine under load and its a low profile model. 750 Ti stock is about the same performance wise as a 7850/270x

You might be limiting yourself too much by going fanless. Your best bet is to find a card with an open air style cooling system with a giant fan. One that runs very quietly. You'd probably want something maxwell based, but even that really isnt a prerequisite. Dont forget you can also fiddle with the clocks so that it never makes much noise even under load.

This one could probably be made to run near silent
