Cool & Quiet off / Slow out of sleep

I have a Phenom 955 on an ASRock 970 Pro3 running windows7. I have the 955 running at 3.5ghz(unlocked) and disabled C&Q. I was encoding video with handbrake and noticed it was encoding 15-20fps where it normally encodes 60-80fps. After some trial and error I discovered the slow down occurs after bringing the PC out of sleep. I also discovered if I Enable C&Q it does not experience the slow down coming out of sleep.

Can anybody explain this behavior to me?

Not entirely sure if this was the right forum for this issue, sorry in advance if it was not.

Do you have all the advanced sleep stuff in bios on or off?

What kind of usb devices are plugged in? I had some devices that would actually cause a bsod when waking from sleep.

A Razer mouse and a logitech keyboard are the only connected usb devices.
I could try different peripherals but I don't think that would affect C&Q?

I don't see any other theories flying at the moment.

I unplugged the mouse and keyboard plugged in another logitech mouse put it sleep, took it out of sleep and I was experiencing the same slowness.

Is there a CPU benchmark that somebody could suggest that is lightweight and quick and maybe standalone that I could use to do further testing?
