Ive set my power scheme to minimal and ive installed the drivers for my 3500+. ive also set cool n quiet on "enable" in teh bios but it doesnt do anything :S. Am i doing soimething wrong? or missing anything

Make sure ACPI 2.0 support is enabled. Then install the driver.
Go into device manager and make sure there is a listing called processors.
 
So did you check your CPU clock speed?

Also, your CPU VCore isn't gonna undervolt unless if you have your CPU Voltages settings to "auto"
