Cookies Problem

I am having problems visiting webpages beacuse it says that cookies are not accepted. I goto internet options under the privacy tab and change it to accept all cookies and then when I look again it is back to where it was before. 🙁 I have hit apply, ok, EVERYTHING but nothing will get it to change any ideas?
