Just to relieve some of your confusion, here is a piece from one of the evacuees:

This was written by a friend of mine, Terry Toedt, who left before Katrina hit. He's responding to the question of why more people didn't leave the danger zone:

You're right, but to be perfectly fair, you have to look at things from the spectrum of prospective that we, who live here, see.

First, there are, in the affected area, several hundred thousand people who could not leave because their health issues or financial issues prohibited them from doing so. One who sucks on oxygen to survive, who is bed-ridden, or is severely incapacitated, cannot just "up and leave". To do so would require a level of Civil support that is not available, anywhere in our country.

There are many in the South (as well as the rest of the country) who live from paycheck to paycheck. They do not have any money for a hotel room, the gas required to drive 3 or 4 hundred miles, and not even the money required to feed themselves, and their families, on the way and back. There are a few shelters available that would feed them, and even provide some level of medical care, but there is no place where those people can find that information, nor could they get there.

Remember, these people probably have no access or understanding of the Internet, nor do they have another avenue of information available to them. Many do not have any form of transportation, as well.

Second, you have the problem of consistent "false alarms". Most of the people on the Coast have followed the "Mandatory Evacuation" orders many times. Many have done it a dozen, or two, times. Only to find that it was completely unnecessary. But, because the storm hit somewhere between where your home is, and where you went, a major expense (and major pain in the ass) was required just to get back home. Back home, where nothing had happened but sunshine and summer showers. Some of us have the money, and (very importantly) friends, to keep on evacuating and (even more importantly, get back quickly).... most don't.

Third, when you evacuate you know that one of two things will happen; there will be nothing that happens, or absolute chaos. In the most likely event that nothing happens, you also know that, due to the emergency requirements of the community, "your stuff" is less protected. But, even worse, if something does happen, "your stuff" will very likely be completely unprotected, and looters will be everywhere.

But, even worse yet, you also know that, because it is "your stuff", your property will be completely undamaged, but because they (the authorities) won't allow you to return, the looters will get it all. Some months hence, you will return to a perfectly preserved house or apartment, and EVERYTHING will be gone.

This is the kind of thing that goes through your mind. Self-preservation is great, but there comes a point where we think we are sacrificing for nothing more than the CYA tactics by some low level bureaucrat.

This time, Linda and I were still blessed in that we could afford to bail, which allowed us to leave "our stuff". But, by far, most of those who live in the Deep South, could not continue to do so. Since we are now essentially "homeless" and "jobless" we may not be able to dodge the next one, if we elect to stay in this area. The bottom line, rightly or wrongly, is that poverty in the U.S. can often be a death sentence.

Looks he has taken a fair and balanced look at the real reasons, not just superstitious paranoia.
He makes some very valid observations.


However, I'm not sure he's aware of all the facts:

1) According to the Disaster Preparedness Plan for New Orleans, the city was tasked to provide transportation and safe shelter for anyone who required it and particularly for those with "special needs," which is the exact prhase used in the plan.

2) Notification of a large, Cat 4 storm hitting NOLA was predicted at least 24 hrs. before the evacuation notice was provided.

3) Getting looted 10 times is more desireable than losing your life once.

You are right of course and help at all levels is human not partisan. P&N, however is very partisan. Believe it or not, I don't hate Democrats or liberals and I am not a staunch Republican. I am sorry for the undeserved attack. Many of us here do go at it pretty hard. It is what we do.

Posted this in another thread, but I can't find it now. Anyway, since this topic keeps coming up again and again...and again and again... I guess it doesn't hurt to post twice.

First, why does it seem everything is turning into a Political debate or a race-issue? It was a hurricane, regardless of who was in office, there would have been a hurricane. You can question the response of the President, but frankly mine wouldn't be much different (except I couldn't feign concern as he has done recently).

It may sound callous, but it is my understanding that a majority of people stranded in New Orleans are there because either 1) they chose not to leave, 2) they were too poor to leave, or 3) medical issues. To those with medical issues, I do sympathize.

To those who chose to stay there, I feel no sympathy. You were given 3 days warning, you made your choice, now you suffer the consequences.

To those who are too poor to leave, I feel no sympathy. Personally, I am tired of poor people waiting for hand-outs and contributing nothing to society. People are usually poor for one of three reasons: laziness, stupidity, or health issues. Again, to those with health issues I sympathize.

As for the rest, I find it difficult to believe that any healthy person with half-a-brain and some motivation is unable to secure a job that could afford them a means of transportation. They are irresponsible people who always want something for nothing. My guess is, many of those stranded due to poverty were on government-aid programs such as Welfare or food stamps. Now, once again, they just sit and wait for the government to bail them out.

It's time to stop enabling the poor. You don't let a child breast-feed forever -- you wean them off gradually. The same must be done with the poor -- break them of this mentality that they can contribute nothing while still using our resources.

Also, I notice you keep making your little sanctimonious statements about this, but virtually every time you do you're replying to someone on the opposite ideological spectrum from yourself while merely appearing to toss in some appearance of impartiality as to whom your replies are directed. So, in a way, you are contributing to the problem because it noticeable and does tend to fall on deaf ears because of the perception of what you're doing and how you're going about it. If you want to nip this in the bud, reply specifically to conjur, BBond (who's been particularly shrill about this), GamerExpress, Umbrella, and the rest of the rant-fest crew when they go off the deep end. I can virtually guarantee that when (or if) you reign in their shrill proclamations about this situation that you won't hear sharp responses coming back from the regular opposition in here.

State and local governments, especially in relatively poor areas like New Orleans, are simply not equipped for something of this magnitude. I agree that all parties involved have performed poorly, but this especially and specifically includes the federal government, the only organization that can even begin to respond to such a calamity.

Spin as you must, but the Bush administration shares culpability due to decisions they made in the last 4.5 years and due to their lethargic, tepid response to this disaster as it unfolded. The Bush administration did not cause it, but they could have saved hundreds, perhaps even thousands of lives had they acted more quickly and decisively. Sorry. It is a shameful failure of government at all levels.
