Converting video formats...

What are some of the best programs to convert various video formats??
For example, if I want to convert my DVD into Video CDs, or convert Xvid or DivX to another format? I need something not too expencive without any fancy bells and whistles. As long as it can rip and correctly write subtitles and audio, and has decent quality, it's good enough for me.

A while ago I got some free trial proggy on the internet that was supposed to do just that, but when I burned a video onto CDs, the video and sound were not synched. Things on screen would happen and you'd hear their corresponding audio or speech several seconds later. Very annoying.
 
The ATI library you get when you buy a multimedia card can convert most file types. However, if you really wan't good software for converting video then try Roxio Easy Media Center 7 or 8, It's never failed me yet.
 
Try Videohelp.com or doom9.net for tools. Remember that SVCD is almost VHS quality (depending on the rate supported.) If you plan to use these on a settop later, you need to be sure it supports the datarate you encode at (videohelp has player ratings too). There are some DivX settops too. I think Nero will recode to those too.
