Are there any free programs that convert windows media files (video) into mpeg files?

DVDRHelp.com has loads of tools for converting, editing, and burning video in nearly all formats. Many are free, many are not.

On the same note, is there a way to fast forward WMV files that cannot be fast-forwarded (locked), other than reencoding them to other formats?
