Converting PAL VCD to NTSC???

well, I figured it out. Here's how for anyone who cares.
1. Rip VCD to MPEG with VCDGearGUI.
2. Encode the MPEG to a NTSC VCD with Xing MPEG encoder.
3. Burn a new VCD with Nero.

pretty easy if you have the programs
