Converting COAX to component or RCA....no tuner on TV

We have a RF setup here with a few main cable boxes that feed a signal from upstairs to the lower floors via coax. All our TV's have built-in tuners with coax input. We have a new tenant that will share our feed, but their sets have no antenna/coax inputs.

We only need one channel (channel 73) to play on this if it matters.

If we ran our comcast feed to a TV tuner box and then output that via it's A/V outputs would this work?
