Convert VOB to VCD

How do I convert .VOB (and .M2V) files to VCD-compliant MPEG1?

What freeware is needed?

In many cases I no longer have the .ifo file. As this is likely to take much CPU time, something that supports batch processing would be ideal.

If you are using Linux or BSD, you can use TransCode. As for Windows, I don't know of anything that is free.
