Convert image to 256colors (8bit) Best quality possible

I know it has to pretty much remake the image.. but I have found it loses a lot of quality when it does this. Is there a way to make it the best quality possible?
 
Ummmm what program are you using to try and do this? Its probably not going to get much better than what you have now. 256 generally doesn't look to pretty
 
To save an 8-bit BMP, just convert the image's color mode to indexed color first (you may have to flatten your image), and then save as BMP.

On the other hand, if you want to tweak the colours to get a better 8-bit image quality, you can use the Ctrl-Alt-Shift-S method first, save as GIF, and then reopen that GIF and save it as BMP.

There is a filter in photoshop in one of the drop down menus that can reduce the appearance of compression. I can't remember the filter currently, and aint on the right PC either... It should be easy to find.. I think it had something to do with jpeg.
