control panel screwed up

I'm having a couple probelms with my control pannel...
First, there are three icons before everything else with no label andare just the default "page" icon as seen in this pic
Second, both the add/remove programs and security center do not open.

The three blank icons do not show up in the TweakUI control pannel section.
 
Since you said tweekUI doesnt work I can only think of one thing.

Did they disappear right after you installed StyleXP/Lightstep/WindowsBlinds?
 
havent installed stylexp or anything else, just a shell pack
i had recently formatted my hard drive and had to re-install it, when i installed it before the format, i never had any similar problem

TweakUI does work, it just doesnt show those icons
 
have you tried using regedit and looking here

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\ControlPanel\NameSpace

remember to export before editing

theres nothing out of the ordinary in there
but add/remove programs still doesnt open, even if i go directly to the .cpl file
