Control and/or restrict bandwidth.

I live in a townhome with 2 roomates and I am curious if there is a way to control bandwidth usage of our cable modem. More specifically, say the three of us were all downloading something where our cable speed was the only limiting factor. Is it possible to divide the signal perfectly in three, and yet, would it be possible with that same setup if only one person was utilizing the connection another time, to gain the full bandwidth of the connection. i.e. not hardcoded to a third, but to change based upon the number of connections, avail bandwidth and requirement? Thanks in advance for any advice.
 
QOS - the capabilites depend on your router. Read in your router about what you can do with QOS. Some give priority to one over the other or limit the bandwidth period.
