You become an apprentice to an established tattoo artist for a given period. One of my partner's siblings is a tattoo artist, and one of the others was apprenticing for a while as well (I got one from him during this time). Often they'll rely on people they know for their apprenticing period.Serious question: how does one learn to be a tattoo artist? Do you get to practice on dead people like surgeons do? I can imagine being an artist's first victim:

Artist: It looks more like a dog to me.

I /think/ those are usually reproductions of a child's first art or something similar. Not just some random scribbling.(I've seen a number that look a lot like someone randomly scribbling with a felt-tip marker).
