Congressmen are usually a bit slow to respond to letters and email. You'll definitely get a response, but it may take a month or so.
Just out of curiosity, what is the issue? If it's something pretty big, you could contact the local news media. Bringing an issue to the public would be a great way to attract the attention of your representatives and hopefully get a quick resolution to the problem.

He was denied because he is not a US citizen.
Immigration takes a long, long time. A lady I used to work with married some mexican and was married almost a decade before filing for his citizenship, living here in Oregon. The INS deported him during the process which took almost a year, and that was WITH state senatorial pressure.
Read: your senator doesn't give a crap, this will take time, and you should have done this as soon as you possibly could have when you realized that you would like to live here permanently.

Reason was given in the thread. Originally it was denied because of a lack of proof of engagement. More proof was given, but the request expired before it could be processed.

This is a particularly disturbing trend, that certain consulates in some countries uses this provision liberally.
The interviewing consular officer may conclude that the visa applicant either does not appear to meet the requirements for a temporary worker classification or, in the case of a fiancé/e, does not appear to have a bona fide relationship with the petitioning U.S. citizen.
That is happening is that the USCIS has said "yes," when the consulate thinks that they should have said "no." So, the consulate says "no" to the visa and sends the approved petition back to the USCIS with a request for revocation, based on their findings.
Seriously... talk to an immigration lawyer... this is something they should be able to help you with.

Yes, I did. Their phone menu is completely automated, and every set of options brings you to a deadend that imitates a FAQ. They don't even have an option to directly speak to someone. I did manage to cheat the system by pretending I didn't know my case #, which eventually got me a person. But that person was only trained to handle very simple questions that deal with the info already available on the website. There is no escalation point. There is no process to handle this stuff. There is no one to talk to.

What other House reps? You only have one House rep. Your state might have more than one, but only one will represent your district.

Write to everyone you can, multiple letters without sounding pushy (just persistent). If you present your case well, it gives a politician some little success story to talk about and boost him/herself, so it's a win/win. Sorry to hear the visa was denied.
