contact lens expiration? (new york)

yesterday I ordered a year supply of contact lens from lensmart.com (for $188) and csr replied the prescription from my local optician has expired (orig written dec 07 and billed for $320)
I recall/believe a lens prescription is valid for 2 years in NEW YORK and the local optician has acted this way to secure my return business

I've tried googling and searching in nysed.org but did not find anything specific to this issue

anyone can shed light on this question? provide a specific link?
