Constant Boot Fails

I recently built two computers and w/ both of them I've had this similar problem.

Everytime I start my computer the video card fails to function and nothing it outputted from the computer to the monitor. Also there is this electronic message voice that says "something something vga card" I can't clearly make out what the voice is saying because of the bad quality. Here is my setup:

Rig#1:

INTEL P4 2.8c Northwood
ASUS P4P800 Deluxe
1 GB (2 x 512) Mushkin Ram 3500
350W power supply
34.6 GB Raptor HDD
DVD-ROM Drive
CD-R/RW Drive

Rig#2:

AMD Athlon 64 2800+
SOLTEK Mobo SL-K8AN2-GR
1 GB (2x512) Mushkin Ram 3200
400W Power Supply
60 GB IBM UltraStar HDD
DVD-ROm/CD-R/RW Combo Drive

When the Video Card fails to function, everything else loads up fine to windows, its just that I can't see anything.

Can someone please help me out? Thank you!
 
Plugged a power connector to the 9700 Pro?

AlsoWhat are you using for a Monitor and is it plugged into the Primary output(probably not the correct term). Try plugging the monitor into the other VGA port, if one exists(I believe there is 2).
 
I'd doublecheck the connection with the monitor. Which port the cable is plugged into, whether any settings on the Monitor are incorrect(if they even exist), also check out the Monitors documentation for any special video signal needs it might have and compare it to the video cards documentation.

If you have a CRT monitor, try hooking that up and see if all goes well, then in Windows try to get the LCD working on the other port.
 
Make sure the Ram and the Video Card is seated well. Make sure that when you tighten down the screw that holds the video card in doesn't skew the card so that it is forced out of the slot on one side, which is a problem with some cheap cases not built straight. I don't think your monitor or monitor connection is a problem due to the voice error your getting from the Post Test.

If his ram or video card was not seated properly he would hear error beeps during POST.

Try using the VGA input instead of the DVI, then change the settings inside windows later on.
 
Ok so here's what's been happening:

When I turn on my system from the off state the video card will load up... i say 30-40% of the times. BUT when I reset the system by pushing the reset button or Ctrl+Alt+Del the video card will load up 100% of the time. This has been happening w/ the ASUS and Soltek board. Also it happened w/ the Abit NF7-S also.

Note: When I get the system up and running I constantly get rebooted by blue screen. I hear that blue screens have something to do w/ memory malfunction? My memory is 2x512 MB Mushkin 3200 blue line.

try 1 stick of memory at a time, or try some DDR you know to be good.

Remove all non essential components.

Take my suggestion, and switch over to VGA, maybe that is causing trouble somehow
 
hmm I dont think it's the DVI input because I received my LCD monitor right after my computer was built and before the LCD I was using a 19" KDS monitor w/ a VGA input and it was giving me the same trouble.

Also regarding the RAM I used the same mushkin RAM (3200) along w/ my other P4 rig for sometime now so I think the RAM is in ok condition, but once I get home I will try booting up with one stick of RAM at a time.
 
I don't think you'll like this answer but I bet it's the power supply. Since you get 100% functionality in soft power ons, my bet is either one of your rails is not coming up fast enough in hard reset or our have a loading issue. Can you try a power supply from a different manufacturer to see if that is the problem?
 
I was thinking the same thing. I have an Antec 400W. Is that not enough power to run my system? If no what is an appropriate and affordable wattage I should operate on. If you guys can name some good PS brands also I would appreciate it.
 
Everything worked fine when I first bought all the components and put it together. My NF7-S w/ Althlon-M 2800+ worked fine along w/ the Radeon 9700pro.. My P4 system also booted up fine when I first built and set it up.

The problem started to ocurr when I switched my VGA card (w/ the artic cooling HS on it) and my 400W PS to my P4 rig. Thats when it first started to give me boot up problems.
