I think that absolutely comes under the distinction between anecdote and data. Most likely just random variation for very contingent reasons.
Would be interesting though to see if there was any larger scale data that was in accord with that anecdote-based impression. Even if there is, I doubt it's a deliberate policy to 'make Biden lose', but it's just about possible there's been at least a local change in cop behaviour - maybe they are feeling more energised at the exciting prospect of getting to be part of a police state?
