Connected to network/internet but not loading web pages

Friend gave me this HP notebook to work on which is having problems accessing the internet. Originally it couldnt connect to the internet because it was not being assigned an IP address by the DHCP server. Well I fixed that and it is now connected to the internet, but it is not loading web pages. I can ping different servers through the cmd line and they all come back normally but it will not load web pages. Here are all the things I have tried so far;

Assigned an openDNS DNS server.
Reset all internet security options.
Reinstalled firefox.
Turned off Windows Firewall.
Turned off all anti virus software and windows defender.
Disabeled IPv6.
Set network type to private.

I am totally lost with this, Im guessing I am missing some internet security option, any ideas?
