The government CANNOT create a middle class. It's not possible.

A class reliant on the government is, by definition, NOT middle class.

Every time their is an estimate on cost they should be forced to do some follow-up work to test how good their estimate was so they can prove just how close the estimate went wrong and how the estimate was wrong or how their reasoning for the estimate was wrong/right. This way they might actually learn something about how flawed estimates really are. Anyone who has ever done system analysis work realizes the value of an after action report.
