concerning ebay auction

here my situation. my auction has ended already. the buyer has sent the payment to my paypal account already. but he recently email me this:

"hello, i am the winning bidder for your compaq hp laptop v2000, i just noticed the payment i made to you is through and with my bank's checking account, i had recently closed my bank accounts do to moving and the accounts are invalid, so in attempt to resolve this matter i was wondering if you could send me another invoice so i could pay for it through paypal with my credit card, or i could wait for ebay to send me another invoice but that wouldnt be for a couple of days until they find out that payment didnt go through, i just wanted to let you know, and hopefully it would be ok with you for a late payment, but let me know what you decide on. thank you."

can anyone tell me what this mean?
 
He closed the bank account assosciated with his payment so he wants you to bill him again so he can pay it off with his paypal-cc.
 
have you shipped the lappy?

i guess he means his paypal account was tied to his bank account which is now closed and he wants to resend payment via cc paypal...but i'm not very fluent in engrish
