the difference is that FOX doesn't have primetime programming at 10:00 (its when they have their local news) and thus Conan would more likely be starting at 11:00 (or 11:30 or 12:00, etc)

They did take government aid, especially short-term liquidity and bond guaranty. However, they've repaid and/or exited all government facilities. This money isn't "taxpayer" money.

I wouldn't really say he is getting money for doing nothing. He's getting money in exchange for cooperation in giving up future involvement with the Tonight Show. That's a lot to give up, even for ~$32 million, considering the overall value of hosting the tonight show for 10+ years.
