Computer won't turn on :(

I'm building a computer and everything is put together. for some reason, when i turn on the computer, it doesn't go on. The powersupply doesn't go on at all. I tried reconnecting the cable to the mobo. replugging the power button cord to the mobo, switching the power supply with a 250 watt one. nothing works. is it because of my refurbished motherboard?

I have:

Athlon XP 1500
256mb ddr
liteon 40/12/48
plextor 16/10/40
Pioneer 16/40
LS120 drive
Geforce 2 ti
40 gig 7200rpm
2 lan card
1 modem

a 400watt Power supply....which i can't power my system up right now. I tried switching it to a 250watt and it still doesn't power up.

Could this mean that my refurbished motherboard bought from newegg is bad? what can i do to further test which part is broken before i can RMA it?
 
try running the mobo and cpu outside the case. lay down some anti-static bags on a table or something and put the mobo on there. connect all the cables as necessary and see if it turns on.

A friend of mine has a problem similar to this. We're thinking something is shorting between the mobo and the case.

If you're sure both of those power supplies are working and you checked all your connections, then I think it very well could be your refurb motherboard. Do you have the voltages on the power supplies set to 115V?
