Computer wont start

I've got an Asus A7V333
AMD Athlon CPU
PCI Graphics card
256 DDR RAM
and 100W PSU

I plug it in and the fans start spinning but nothing else. I noticed one of the fans cut off after a second. I get no sound and no video. I checked swapped the video card but no luck. Anyone have a clue what it could be?

CPU works in another configuration. RAM is new.

100W PSU won't do you any favors. Make it about 300W and a respectable brand like Fortron, Antec, Enermax, etc, and now you're cookin' with gas

I tried using my 450W antec power same thing happens
One of the fans just stops working.

If the fan seems to start and stop immediately while starting , then it tells me the PSU is tripping off line due to a short or ground. Check your connections and make sure the mobo is not shorted to ground.

I saw this problem two days ago in networking class. They took the motherboard out of the computer and it booted up perfectly. It was shorting on something inside the case.
