Computer wont start - restart

Hey All, so my computer works fine - the i install the creative x-fi xtreme-music soundcard and then it wont start (the sound card) so i decide to flash the bios as it had fixed other peoples problems from the asus website.... enter world of pain.

My computer on return from the hardware repair shop featured a new bios and the sound card worked. but the computer wouldn't re-start. you press restart and it shuts down normally then nothing the screens are just black like there on but nothing is there. and the computer just hangs like its still running and wont restart. so i have tried everything. i have cleaned the hard drive and reinstalled windows and the problem is still there, and now my sound card doesn't work im feeling like installing the audigy 4 in mine instead as there are no problems compared with the x-fi.

Does anyone know what the problem may be, i have been told to repair it will be between 65-110 Australian dollars (I live there) an hour, so it will get expensive... should i replace the motherboard as i have changed the memory timings and tired everything. video card still works fine, hard drives fine, im guessing power supplu is fine, specs are below please help searched the net and nothing.

1x 500GB segate
1x 36GB Raptor WD
x-Fi xtrememusic sound card
CPU Intel CoreDuo E6400

Verify the reset wires are plugged in to the proper riser pins on the mobo. You will need the mobo manual to verify this. Re-install XP without the X-fi card. After installation and everything is working OK, then insert the x-fi card. Make sure you have the latest drivers also. If problem arises that the card doesn't work, you might want to check creative knowledge base. It tells you to make sure the onboard sound card is disabled and making sure the drivers are installed properly.
 
i googled it and found that all you need to do is change the LDT frequency from 5x to 4x and u should be able to restart fine
