Computer won't read gpu!!

Hello, I have a ASUS GEFORCE GTX 660 TI GPU. I recently had to go out for a 2 month business trip, so I left my gaming rig at home of course and I come back 4 days ago and turn the PC on. When i turned it on it had a small screen and giant imaging and discolored screen, I eventually got that fixed. I got it back to normal screen and looking okay. But now my graphics card isn't being used by the PC. I have tried uninstalling all the drivers and reinstalling them. I'v tried old drivers and also new ones. I'v taken out the GPU and tried it in the second PCI-e slot. I'v blown out the ports and GPU for dust also. So, in DXDIAG the GPU does not show up in Display. It shows Microsoft Basic Display Driver for the name of the display name. I also have tried putting in the GPU software CD that came with the GPU. Also When I go to start menu and type in MSINFO32, and go to components and then click display. The graphics card shows up there, i'm not sure. Also I have the PCI-e power connectors correctly plugged in. The Bios is also updated to the most recent BIOS. Everytime I turn the computer on it shows the ASUS MOTHERBOARD welcome screen and then it switches too a black screen and some sentences up top and right below says DEVICE DRIVERS: NONE FOUND. I would really appreciate some help with this.

SOFTWARE: windows 8.1
RAM: 2x4 corsair vengeance
CPU: AMD 8320 3.5 ghz
GPU: Asus Geforce GTX 660TI 2GB
PSU: 1000w COOLERMASTER
MOBO: M5A99X EVO
HARD DRIVE: 1TB Western Digital
SOLID STATE DRIVE: Samsung 120GB
COOLING: Custom Water Cooling, Triple Raditor + 11 Fans.
 
This is just a guess, but if you're seeing the Asus Flash screen, it sounds like the board is using default settings.
 
When the computer is running, are the fans on the video card spinning?

If Windows detects the card, it should offer you a driver update through Windows update, as long as you don't have the latest from nvidia installed.
 
Yes when i turn the computer on the 2 fans are spinning full speed. Also I am using HDMI connection to a 24in 1080p ASUS Monitor. Also, yes i updated it to the lastest driver and when I click to "restart" the computer. The computer boots up and does the same thing. It shows no connection to the GPU. It reads it in device manager, but is running off CPU or On Board display graphics. I also tried to go in the BOIS and it don't show anything in there about the GPU or switching between using on board graphics or PCI-e. I just had windows 7 64Bit but I just last night upgraded to Windows PRO 8.1 because I wanted a fresh copy of a new windows and it's faster. I'm really not sure what is going on. I turn on the pc and it boots up to show the welcome ASUS MOTHERBOARD screen and then it black out to abunch of lettering up top of black screen and then it shows right below it, device drivers: then scans for drivers on the devices and it SAYS NO DEVICE DRIVERS. After that it boots up to windows 8 loading screen. Also cause of not having the GPU running the computer, i have a small Screen, it won't go full screen.
 
I said [forget] it im sending my card in RMA. And i bought 2x AMD R9 290x. &&& a ASUS CROSSHAIR V Formula Z MOBO. [FORGET] THIS GTX!
