Computer Won't Power On

This morning my computer won't power on. I can see that the motherboard is getting power for a light that comes on but nothing is happening. I'll post my specs with I can put them together for you. What are the possible problems here?

There has been a randomly occuring problem that I was not able to diagnose. About every 10th time I would power up the computer it would not load the graphics card I think (the screen would stay blank) and give me 3 system beeps. I would power it off and back on and start it again and it would load up fine.

Did some searching and found the writeup on testing the PSU by jumping it with a paper clip. The article was well written except it didn't give you an expected result. I assume the PSU should come on in this situation. My PSU is not powering on. I am assuming that it's bad and I'll pick up another at Fry's this morning. Hopefully that will resolve the problem.

My PSU is Antec Neo 480w
 
If problem still persists after swapping the psu, try swapping the video card with a working one.

problem still persists it might be the dual channel memory.

Report back here if its not the video card or the psu.
