Computer Won't POST

I'm having an issue where my Gateway E-4620D will not display anything. I can't even get to the BIOS. I know the monitor is working that I'm connecting it to (I'm relatively computer savvy) so it's not anything like that. The strange thing is when I power it down, the front LED on the power button stays on even though all the fans turn off. Here is what I've tried so far, none of which have worked:

1) I tried a known working power supply and verified it's on the correct voltage
2) I tried known working RAM and moved it around to all RAM slots
3) I tried another processor that is compatible with the motherboard
4) I removed the add-on video card and tried the built-in VGA
5) I removed all cards from the PCI slots
6) I disconnected the hard drive/DVD burner/floppy drive
7) I removed and replaced the battery
8) I reset the CMOS by moving the jumper to the reset position then moving it back to the normal position after a few minutes
9) I tried the power reset by disconnecting everything and then holding the power button down for 30 seconds

At this point, I don't know what it could be. Maybe a bad motherboard? The weird thing is I bought two identical computers at an auction last week and they both are having the same issue. They're both 3 years old and very clean inside and look like they haven't been used much. I tried everything on the support page located at:

did you install both boards in the same case? Maybe a bad power switch on the case....
