Computer wont post

I built a computer several months ago for a friend. I dont remember all the parts used but I can find out and post them if you think it helps.

The problem is that his computer will not post. I have stripped it down to only the PSU, CPU+fan, and speaker and do not get any beeps.

Now here is where it gets interesting. This happened 2 weeks ago. We tried another PSU and no luck. So I had him mail his motherboard back and get a new one. Well it arrived we hooked everything up and his computer worked fine. Well his CD rom would only open once per boot. (I dont know if this is directly related to the problems we have been having) Well after his computer was working for 2 days it stopped posting again.

My guess is something is frying his motherboard. Do you think it is the PSU? Why was his CDrom acting funny? Could it be anything, and if so, what is the best way to figure out which component it is?

The power supply is the 420W one that comes with the Aspire X-Dreamer case off Newegg.

The rest of the parts include:

As WPshooter expected - try a reputable brand psu.....
Tagan, Antec, Enermax etc

Oh yeah, before you look at the prices,
You usually do get what you pay for when it comes to psu's.

sounds like a power issue in my opinion, i would try that first. It could also be that the motherboard is mounted improperly, or is touching something it shouldnt be. many people dont use the washers, only the risers, when installing a board and though 90% of the time thats fine every now and again not using the washers has fried a board or two. thats why i just use em everytime to be sure.

I know that you get what you pay for when it comes to power supplies. I use an Antec truepower myself.

Is it likely that the power supply is frying his motherboard and causing the wierd dvd rom issue? I have tried a different power supply and the computer still does nothing.

I have never had screws short the motherboard but I will double check and see if the heads are touching something they shouldnt.

So I have done some researching on power supplies on these forums.
I know a lot of people stand behind the Seasonic.

My friend will not want to spend very much money so price is a big factor.
