Computer wont even start up

I can't get to the root of this problem. Power supply connected, all wires connected to HDD, Mobo with both 24 and 4 connector. Mobo light is green but when I click the power button it just wont start. I can't for the life of me figure out whats wrong. I took out the jumper batter(round battery) and put it back in. The PSU fan wont turn on when I click the power button. Arghhhhh...the only change made to this pc was the replacement of the heatsink from intel stock to Xigmatek s1283.

When asking for help on your system you need to list the system parts involved. But you have one of 2 things going on here. Either the power switch on the back of the PSU is off or the PSU is dead.

The power switch is on on the back of the PC because when I turn the power switch on the CPU a green light turns on on the Mobo. I don't know how to test if the power switch is telling the mobo to turn on. Is there another way to test if the power switch on the case is working? This is really frustrating. Everything was working last week, I put in the S1283 and all of a sudden it doesnt work..arghh!

Xigmatek S1283 CPU cooler
OCZ 2x2gb PC1000 DDR2
HD 4870 Sapphire 1gb
IDE HDD
IDE DVD-RW
P5Q SE/R
Antec 300

I've troubleshooted the PC and I think its the motherboard. The powersupply turns on another commputer, the power button also works on another pc. So it is the mobo. Can someone tell me why the green light on the motherboard goes on when there is power even though it doesnt work? I feel so cheated that the green light turns on but the mobo wont even post.
Mobo is ASUS P5Q SE/R

No help now, maybe in the future??

Shorting the two prongs together momentarily that the switch connects to is the same as pressing the button.

I dont follow law9933. How would I do that?

Also, I saw this somewhere else "The only way for me to power it up is jumping green and black wires at 20-pin connector. It then continues to boot up OK. While in the BIOS set up screen i can power it down by pushing the power button." How would I go about doing that? How would I "jump" the green and black wires, and what 20-pin connector are they talking about?
