Computer won't even get to bios screen..

Computer I just built won't get to the bios screen. SO, I switched the powersupply, that didn't help. Then I switched the graphics out, that didn't help either. Then cleared the bios with the jumper and that didn't do it. THEN lol I took the processor off, re-applied the heatsink/fan with arctic silver, and still a no go. Here's whats in it (built for lil sister)

AMD Athlon 2200 xp
Asus A7S8X atx-micro board
GeForce FX 5200 ultra
etc....

anyways, why won't it work.

nope. from the times i had a fried cpu the system was completely nonresponsive

Remove everything from the mobo, remove the mobo from the case. Place the mobo on an anti static packaging. Place the CPU, memory and video card back into the mobo. Then attempt to turn it on. If it turns on and gets to your BIOS screen then you can go ahead and put it back into your case and try again. If that doesn't work, it's probably a short. If it does, then attempt to add on each item one by one until you find out what is causing you your problem.

2) what brand & model of PSUs have you been trying?

3) you got the mobo on standoffs, right?
