Computer wont boot

A few months back my desktop died and Ive been using my laptop until I had some time to look into it. I left the computer on one night when I went out and when I returned the screen was dead but the fans were still running. I tried to reboot it and just the fans would go on. The computer worked fine for about 2 months prior.

Ive pulled the computer apart and I have the motherboard on a nonconductive surface. The only thing hooked up to it is the PSU, CPU, graphics card and one stick of memory. I also have a diagnostic card hooked up to it (soyo techAID). The display stops at 34 which according to Intel's website stands for 'Loading recovery capsule' . Does anyone know what this might mean? My next step is to reseat the CPU but I thought I would ask on here about the error code before going to all that trouble.

Heres the barebones setup:

CPU: Intel Pentium D 820

Motherboard: Intel D945PSN

Graphics Card: EVGA E-Geforce 6800 GS -- I get the same error code if I pull this out and start it up without any graphics card so I dont think this is the problem

Memory: 2x1GB Mushkin 4200 -- Same error code if I start it up with both sticks or either of the stick individually. No memory gives me the the beep codes.

PSU: Antec True430 recently replaced with the Antec NEOHE 550 Watt. -- The true 430 only had the 20 pin connector while the mobo has the 24 connector which is why I went with the upgrade. Could this cause this problem? It worked for a few months with the True430 just fine.
