Computer won't boot

Alright I just built a computer and got it all hooked up and when I try to start it up, the fans will spin for a fraction of a second and then stop. It's as if it's not getting a supply of power. Well in my experience of the past when this happened it was a fried motherboard, but everything is brand new and I know what a burnt motherboard looks/smells like and there is none of that.

I'm just wondering what's the deal? I tried a different working power supply and the computer didn't turn on for about 10 seconds and then just turned off again and now that power supply does the same thing. Will spin the fans for a fraction of a second and no boot up.

Super barebone system, nothing fancy.
 
Did you make sure you plugged the vid card into the Power Supply. I built a system with a 9800 pro and forgot. Took me a half hour till I realized it.

Just a thought.
