Computer Won't Boot

When I push the button, it doesn't boot up... It boots up after about 200 tries and when I try to shut it down, it just restarts...

Okay, silly question, but are you sure you have your front-panel pinout correct? Also make sure your board isn't shorting on the case.
 
Try a quality-brand 350W PSU and see if that helps (Antec & Enermax are a couple of worthwhile brands). Also ensure that you don't have any front case USB wiring plugged into Pin 10 of the USB3 header on the motherboard.
